I've been learning a great deal on dpchallenge and thought I'd start making a few more comments than I have to date.
As my photos are fairly average and don't receive a huge number of comments, I thought I'd try to provide three comments for every comment I receive.
Questions
1) Do others have a rule of thumb when it comes to leaving comments, or is it all adhoc?
2) Is it possible to prompt people that if they have voted on 20% then their votes only count if they comment on say 5% of the pictures?
I doubt you'd get rubbish comments, if you're only asking for a few comments.

Why would people make really helpful forced comments if they're lazy to even vote after thinking? I mean the small minority of viewers who do not vote above 20-30% and the let's say half of viewers who simply press a number on the very first impression. I doubt they would mind their comment so we'd get a lot more one-word comments like "gratz", "fine", "oof", etc. |

Here is my rule of thumb... There is something positive about every image. Point out the good as well as the bad. Concentrate on traditional photographic issues such as focus, composition, color, contrast, perspective, etc. Make suggestions for improvement, not declaritives, and never assume your ideas are 100% correct. Don't be rude.
2) Is it possible to prompt people that if they have voted on 20% then their votes only count if they comment on say 5% of the pictures?
Prompting or requiring people to comment on 5% of the images they vote on is not a good idea. It would decrease the overall number of people that vote and the number of images they vote on and would simultaneously reduce the quality of comments received.
I do believe that if I vote on one image in a challenge then I should vote on all of them. Every image deserves an accurate, well thought out score.
Comments should be given freely and at the disgression of the commenter only and for no other reason.
I comment for two reasons:
1-To provide constructive criticism where it might help
2-Provide congratulatory statements on an image well done
I use voting as a self teaching tool. If my vote is vastly different from the majority then I look again at the image to attempt to find out why. I also identify which I believe to be the three ribbon winners for each challenge I vote on. If a least one of my choices does not finish in the top three I look and try to determine why.

I agree concentrating on traditional photographic issues can only help yourself and others improve.
Declaritive or suggestive, I'd like to think the reader understands that it is just my opinion, nothing more, nothing less
I'd never intentionally be rude, maybe cheeky but not rude

Hehe, that sounds declaritive to me :) I agree with your thoughts, however, just to jiggle things up a bit it might be worth a try.
Like a taster, you might find that people might actually like a little gentle pushing. If a few daft comments get put in it isn't the end of the world. After all we're talking approx 10-15 comments

You are correct, my second answer is wrongly declaritive. It should have been worded differently. But it does seem obvious based on basic human nature. ;)
If the 5% requirement were brought to a vote I'd vote against it.
Here is an irony for you... Of the 34,330 votes I've cast in challenges I have commented on 6.7% of them. Hmmmm... now what was your comment percentage again?? LOL!!!
