I got this tonight. If I jiggled the flash THEN pushed the flash button, it worked fine, but if I didn't jiggle it first I'd hear a few clicks like the flash wanted to pop up, but didn't, then the error message.
Any familiar with it? Its a 4 month old camera....

rats, I replied but I guess it did not take cause I posted just as the votes were being calculated.
have you ever used an external flash in the hot shoe? sometimes the little micro switch in the hot shoe gets stuck. clean out the hot shoe with a brush and a blower.
if you look under the hot shoe rail you will see it, its a little bitty thing and dirt can easily clog up in there and cause it to stay "pushed" making the camera think there is an external flash on the camera, thus not allowing the onboard flash to pop up

I found another cause of this problem
another 20D owner reported some sticky substance between the onboard flash and the camera body. just sticky enough to not allow the flash to pop up. try looking there as well and clean the area around where the flash meets the camera body just for grins.
