I am using microsoft digital image pro and found a new tool. It is "Restore Old Picture". The help menu describes it as: "Restore old family photos and other faded pictures by enhancing their focus and contrast. You can sharpen the focus and optimize the contrast automatically, and then make further adjustments manually."

My question is, Is this legal under the Advanced Editing rules?

sounds like a quick "cheats" way of a few legal moves (like USM and curves) and even applied to the WHOLE image, so I would say a definite YES.
Edited to add that it should even be legal for basic, too.
