You would mostly use that kind of lense outside, in natural light.

F/4 is more then adequate for outdoor shooting, especially of sometimes swiftly moving objects, like birds.

For wildlife close up shots, you need about 500mm or so in my view. I'd say 300mm will be the bare minimum with a 1.6x crop camera for close up shots that you mentioned. As far as I know there is no reputable lens that reaches that far for under $500.
Some "cheaper" supertelephoto zoom lenses used for wildlife like the Canon 100-400L and Sigma 50-500 cost about $1400 and $1000 respectively.
The closest thing I can think of would be Sigma 135-400mm zoom at just about $500. Another option would be to get a Sigma 70-300 APO lens with a 1.4x TC for about $350 is my guess.
