Plan and simple can you crop in a basic editting rules?

If you crop your picture then what you are left with becomes your image. It is what you are left with after cropping where the major element rule comes into play.

Exactly. And, any editing that you make do the image as a whole (for basic) can be made after cropping. In other words, the cropped image is considered the whole image.
