Has anyone created or found an Adobe Photoshop action for creating printable images for DPCPrints?

You would probably have to make one yourself, because different cameras produce different quality final images, and so everyone would have to upsample a different amount.

Very true Ben. I do all my editing. When I'm done, before applying unsharp mask, I apply an action I recorded to significantly increase my print size by doing laddering (5% increase in size many times).

But can't you create an action that would ask the user when to stop upsampling or to continue?

I am new to Photoshop, I have always been a hard core Corel Photo Paint user.

But it seems like after version 9 Corel kind of just abandoned the project. I looked at Corel Photo Paint 11 and besides some new cosmetics I could not tell what else they improved or added?

actions are just pre-recorded .. well.. actions. Using one basically just means you repeat what was saved. So unless you create an action for every sort of condition, it's kinda hard to swap actions about things like resizing and such. If you crop your picture a bit, you automatically have a different resolution for your "starting" image, and therefore the result of an action on that photo would be different.
