ProShow Gold is what most people reccomend, but you can burn a pretty simple slideshow using Picasa.

You need a DVD drive burner I'm guessing..

To start, DVD-RW will not work on most DVD players. Most will however play DVD-R disc. You'll need some sort of Authoring program such as ArSoft ShowBiz or Adobe Premier (or Premier Elements) to compile the scenes and build the DVD structure.

Eidt: I've never used ProShow Gold, but it does have good reviews.

I personally like the suggestion of using Pro Show Gold--it's a neat, easy to use program with very elaborate special effects and transitions available that you can either use or not use as the situation warrents. It writes to all media types, and seems to do a very good job of smoothing noise, etc.
