I know the rules state we can not spot edit such as "blurring" part of a picture. But, how would one de-indentify personal data (data that would make it obvious or easy to identify an idividual who does not want to be indentified), such as a name, a number plate a street address, etc? and still make the photo legal for DPC.

Well, Richard. I don't have good answer for you. I think just try to not include such things in your photo (shrug). Anything else would be a spot edit.

The Crop tool is your friend.
Or you could just gaussian blur the whole image by about 50 pixels. Guaranteed de-indentification. The question remains how well your picture will be received by the DPC voters.
