On the third one with the see through border. Allowed if faded but not allowed if in another layer and used any mode other than normal. Only Normal mode allowed. I think we need to know how the border was established before we say yes or no, Correct? |

Not really... borders tend to fall outside the normal editing rules. After all, you'd need to make a selection to create the border in the first place, and selections aren't normally allowed in Basic. |
