"Sorry, you've already submitted to another exclusive challenge and cannot submit to this one."
I've got this note when I tried to submit a photo to a contest.
Does this refer only to registered users(non members) or nobody can submit a photo to more than one challenge at the same time?

Only one open challenge at a time

Everyone can only enter one open challenge at a time (basic editing). Members can also enter the member challenge (of course).

Exclusive open challenge = user can only enter 1 of the 2.
