Is 100$ Canadian a good Price for Photoshop Elements 4? And is this a good version of PS to go into when you̢۪re extremely comfortable with editing, but new to PS? I̢۪ve been working with Photo Studio since I got my S1 this summer, and more than ready for the upgrade, but I̢۪m not sure what version to go into. Any thoughts?

I believe Elements 3 comes with the the Wacom Graphire 4 which I've seen for less then $80. Not Elements 4 but still free with purchase of something that could potentially useful and a little less money.
I believe Elements 3/4 you can work on RAW in 16bit which would definitely make it worth it.

You will qualify for academic pricing. Check out some of the academic software retailers.
You can get it straight from adobe for $69
Adobe Educational Prices
You could probably find an even better price than that if you really look around. |

I paid 79 USD from Walmart for ELements 4.0 last November.
not knowing the exact exchange rate, I would say that is close.
