I can not find any tools or functions to create borders in Photoshop (CS 2). Are there any plug ins (for phs) or special programs, that you can recommend me to download on the internet???

The Photoshop term is Stroke. As I used, PS, but don't have it currently, I can't tell you exactly where to go for it, but if you search the Forum for Stroke you should be able to find details.

"Layer/layer mode/stroke". OR, "Image/increase canvas size" where the selected BG color in the color picker will be the color of the added canvas around the edges. For double line borders, just change color for the second one.

how to make a simple border

it's a sticky thread, meaning that it stays at the top so people see it easily.
