So, as the headline says, how do you create a custom Action for PS?

What's the difference between a custom Action and just an action?
Action is pretty easy. Just hit record, whatever you to do to the photo is recorded, hit stop. Open another photo and click on that action and hit play and it will do the same steps.
I was wondering, too, what Custom Action is.
