this senario for lenses.

17-40mm f/4L

(have 50mm f1.8)

60mm f/2.8 macro

70-200mm f/2.8L

I'll have all focal points up to 200mm covered except for the gap between 60 and 70mm. With the triple rebates from Canon, I'll get a 2x extender for the 70-200 which will take me to 400mm.

Sound like a plan?????

You may or may not be satisfied with the 70-200+2.0x combination. I have this combination, and though it is usable, it is for very good light only. You need to stop down at least one stop to get decent sharpness and then you're at f/8. The upside is, AF will still operate, but it will be slower than the lens alone (which is very fast). I'm actually more satisfied with this combination on the 5D than on my 10D (the pixel pitch is not as demanding).
In any case, you'll also see somwhat reduced contrast with this combination, something that can be tweaked in post if required.

The 1.4x would be a much better choice with this lens. With the 350D, that's the route I'd go.

Also wouldn't ya think anything beyond prolly 250mm should be on a tripod anyway? That way focus speed isn't really an issue.

I think the 17-40 is a great choice, especially with a 1.6-crop cam. I would hesitate with full-frame because of so-so corner performance, but it's a stunner on APS-C format. The 40-70 gap between your zooms may or may not become a problem for you, depends on what you shoot. The 50/1.8 will definitely provide a good "plug" for that gap, just requires a bit more "zooming with the feet." I think you'll be happy with the optical performance of the 50/1.8, and you cannot beat the price.
The 70-200/2.8 is, of course, one of the best zooms made in any range so there is no doubt you will love it. The 1.4xII converter will add some more useful range. I just shot most of today with my 70-200, candid existing-light shots at a family Xmas gathering... I know I got some really good stuff. Dang, I love that lens.

17-40mm f/4
60mm f/2.8 macro (thanks Bear)
70-200mm f/2.8
1.4x extender
EX 580 E-TTL Speedlite

Everything but the Speedlite qualifies for triple rebate from Canon.
