When using the Crop Tool or any of the Marquee selection tools you can resposition the selection WHILE YOU ARE DRAWING IT by holding down the "Shift" key and dragging it.

Bet that'll save you time cropping a photo properly!

Nothing like installing a new software upgrade to learn all the time saving things about the old software that you should have known all along. ;)

With the Crop tool you don't need to do that -- just grab the little "handles" at each corner.

If you position the cursor inside the crop box you can move it around.

If you place the cursor outside one of the handles it should change to a curved double-pointed arrow; use this to rotate the selection, with the axis of rotation that (relocatable) spot in the very center. This lets you straighten the horizon or whatever at the same time you crop.

What you say about positioning the cursor inside the crop box (or Marquee selection as well) after it is drawn is true, but the joy of it is that you can get the box drawn and properly positioned all in one fast motion. This is most useful for quick cropping for image composition, printing and DPChallenge submissions. :)
