I have entered many challenges and have followed the rules in all of them I believe ... but in basic editting, I see that we can crop and rotate ... I'm making an assumption that it is OK to flop an image (mirror).
Is this OK to do? (flip/flop/mirror an image)? I've never needed to do it until now :)

Yes - I did it in one challenge and I asked the same question before-hand and there was no issue in basic. |

Now...I may be wrong but I've concluded that as long as you apply the change "to the entire photo" then it is legal in basic.
An example:
You have a shot of a tree. It is legal to use "desaturate" as long as you apply it to the whole image. It is NOT legal if you just desaturate the leaves.
Right or wrong?

"Mostly right" you are, although some effects (such as partial desaturation) can still be obtained within these rules, and there are some things you can't do -- such as use the "Dry Brush" or "Radial Blur" filters -- even if you apply the effect to the whole image.
It's basically OK to change the color of pixels, but not move them around within the image. Flipping the whole image either horizontally or vertically is fine -- my top-rated photo was flipped vertically.
