I found this on a basic challenge and was hoping someone could explain what is:

Selective De-saturation (To desaturate blue color fringe)

Im not sure what Selective De-saturation is, is this allowed for a basic challenge?

Depends on how you do it. CJ's link provides a basic legal way of desat that may help you but it depends on what colors are in your picture.
