But it won't. Those who consistently place well in the challenges do so because they know how to use the equipment they have -- having a better camera doesn't automatically make a person a better photographer.
Knowing what the camera is doing, and how to use that to accomplish the task is the only way to make good photographs. Those that do would take the toy camera, fire off a few shots, learn the limitations and capabilities of the thing and then perform the 'pre-processing' required to get the shot. Pre-processing, the little things like using a grey card to make sure the exposure is right (or some other card to adjust for camera limitation), controlling the lighting to minute details.
It would be a fun challenge, change the focus from during and after the shutter click to before the camera is even picked up -- but, I bet those that score consistently high do all that already. It would certainly not level the playing field.
In my opinion, the playing field doesn't need leveled -- it needs more plateaus. Places, those learning can say they have reached a milestone and are not capable of competing on a (perhaps slightly) higher level. The last thing those just starting out need are the experts showing them how little they know by saying they are competing on the same 'level'.
