I just wanna know when using the flash is a good idea or not.

I know it sounds backward, but in most situations of bright sunlight, you should use your flash to balance the light and make portraits more pleasing. The flash, however, on most cameras is too bright and harsh for nice lighting in dark situations. At night you should try to add other light sources if possible to brighten the overall setting and then only use flash if you must.

Yes, I do, and I use it. I also use a mini-softbox (like omni-bounce) to soften the flash when I must use on-board or external flash, but I still find it harsh in very dark situations. I'm a little spoiled by proper studio lighting, however, so my position comes from that point of view.
