How big would a 1600x1200 picture be allowed to print without getting grainy or anything?

I wouldnt go any bigger than 8x10

There is more to it than that. What viewing distance? From 4 or 5 feet away a 16x20 print might look ok, if it is not full of small detail.
What printing method? I use fuji machines, not dot matrix, and can make nice prints at 160-175 dpi, so you might get 8x10 from that. If you have lots of detail, or too much compression you'll want to stay smaller.
If the pic is noisy keep it small - noise gets realy bad looking in bigger pics.
