Currently, is it possible to perform spot editing on RAW files before converting them to jpeg?

No, and you probably wouldn't want to do that if you could. Consider RAW your negative, that you can go back to whenever you need to.

It seems that Apple's soon-to-be-released Aperture RAW file editing program will have the ability to make some spot adjustments:
Photographer’s “Essential” non-destructive editing tools
Exposure
Histogram
Crop
Highlights & Shadows
Sharpen
RGB Channel Mixer
Levels
White Balance
Straighten
Red-eye Correction
Noise Reduction
Modify and suspend adjustments at any time
Dust, spot, blemish, red-eye, and patch tools
Lift and Stamp tool to copy and paste adjustments

I see the rules of fairplay in DPC may need to be revised yet again?
