How often do you comment? Lately with the volume of entries and my incredibly slow 0.4 kBps connection @ 2hrs per day max as per my crappy isp (if there were other options here, i would jump at the chance, but thus far there is only one legal isp in this province if you don't live in a city) I am finding that I physically can't vote enough to make my votes count for the challenges. So I haven't been able to offer as many comments as I want to either. Is anyone else out there having this problem? How have you been able to overcome it short of just not commenting/voting anymore (which is what I am doing)?

There is the option of just commenting on a few without voting at all. It sounds like you don't have the time to do the 20 % due to slow connection so this might be an option.
When on the thumbnail page there is a white rectangle below each thumb. Clicking on that will bring up the image with the comment box only. Once you finish your comment you are taken back to the thumbnail page. Also, you can set your preferences to show only so many thumbs per page. This allows you to set it low enough so the page doesn't take very long to load.
There are a few on this site that are probably in the same boat.
