Is this vivitar 285 I got today safe to stick on the camera? If not is it safe to plug into the PC socket because I have a hotshoe adapter.

hate to say .. it depends -- new vs old models
(i picked up a wein peanut slave for my 283 , it had 250V across the terminals & the slave cost more than the flash .. but its a good flash .)

get a voltmeter & check the power on the hotshoe ..
more than 26V worry alot
6 or less don't worry ..
any thing inbetween - check you camera specs for tolerances ///
