I had an idea of using one picture as a background with two smaller pictures on top. Can the background count as a panel, or does it need to be 3 panels (pictures) on a solid background? If it has to be 3 pictures on a background, can the background be a picture or would that mean using 4 pictures and be DQ'd?

I think the instructions state that you can use between one and three originals as source materials, and that you can compose them in any presentation you want.
