Two suggestions, one to make commenting happen more and at a higher quality and the other because I'm lazy :)
1) Make commenting mandatory for your entry to count. You have to comment on X% of the submissions in the category you have submitted for your submission to be counted in the final results (you still get votes, you just don't get placed in the end. Could also add that a certain percent of your comments made have to be 'helpful' by those receiving them (though this could be a bit hard to govern).
2) Provide a calendar that users can access that list when challenges are due and have it send emails when they are close to ending. It would also be cool if challenges could be somehow automatically added into calendar programs (like MS Outlook) so that alarms could be set to remind us that they are ending soon. I know I could do this on my own... but, again, I'm lazy.

this has been done in the past i think. and personally i don't think you should be obligated to comment. think about any other judged contest, and you'll realize that generally there is no feedback, but just a score/placing in the end.
also forcing comments will likely result in a large percentage of useless comments - typed merely to satisfy the x% rule.
not to say i don't comment - but i would like entering less knowing that i have to comment on x% of the entries. if time allows i comment more - if it doesn't i at least try to vote.

How about a top 10 list for those with the most useful comments (those with a tick from the receiver)? Maybe the top 10 get some icon in their profile also. Just a thought..... |

Though forcing comments may seem appealing when everyone wants more comments, if you think about it, what merit does a forced comment have?
I comment when:
a) I feel I have something worthwhile to say to the photographer
b) I can figure out how to articulate that something so that the photographer understands me
If I were forced to make additional comments, I think they'd be pretty worthless. I either wouldn't have anything to say so I'd be B.S.ing it or I'd be trying to explain something I couldn't addequately put into words making the comment unintelligible.
