I want to change hue and saturation on the whole picture - not selective. I want to totally desaturate one color, and saturate another to emphasize one element of the photo.

Is this legal using the basic rule set?

Yes -- you can use the Hue/Sat controls just about any way you want as long as you don't use any selections/masks.
