Calling All PhotoShop Guru's HELP

So my friend said she had this picture she would like restored and asked me if i could do it, well i told her that if i couldnt I knew A GROUP OF DPC'ers WHO COULD, so i ask you of you help to restore this picture //www.dpchallenge.com/image.php?IMAGE_ID=239336

that's an easy one to restore, send me a high quality scan and I'll have a go.. :)
