Is this photographic darkroom effect legal? Wasn't sure, seeing as it's applied to all the pixels.

There are ways to blur channels legally and give a somewhat similar look I think.

How is this affect achieved in the darkroom?

You can do it with a diffusion filter. Tiffen has a couple of them. I think they are called the Pro-Mist filters, but I'm not positive. They provide a lot of softness, legally. If I remember correctly, they aren't cheap either.

You can also accomplish it by using Neat Image and setting the noise reduction extremely high.
