Still slightly unsure what is allowed in the basic editing rules with regards to using layers. Can you duplicate your image onto several layers and change blending modes?

"Adjustment Layers must be applied in Normal mode. All other types of layers (including those that contain pixel data or masks) and all other blending methods (modes) are prohibited."

That's from the Basic Editing rules, so my understanding is that layers must be in Normal Mode.

But, duplicating a layer shouldn't be a problem.

The background layer can not be duplicated under basic editing -- only adjustment layers may be added.

I was wondering that. Well if that is so, then is the 2nd place in the bubbles competion illegal?

I don't see why, the listed steps are "Gaussian blur a bit, sharpened, leveled, desaturated a bit and added a border" -- none of which require a layer to be performed. If a duplicate layer had been made, sharpening applied to that layer and blended into the original layer -- yes, that would be illegal. But as long as the filters were applied to the background layer and to the entire image there is no foul.

When speaking of layers -- only adjustment layers may be added -- but there are a lot of other things that can be done that don't have to envolve layers.
