I have received an unsolicited email offer of downloadable Photoshop CS2 V 9.0 for $69.95. Can anyone advise me on the legality of such an offer?

Sounds too good to be true to me. I recently saw an UPDATE to CS2 (you have to own a previous version) for $150 at Best Buy...

Most Likely illegal
A new version is > $500
An Upgrade is US$150

Actually, downloads are commonly discounted.

BUT, the drawback is that you do not have the disc, so, if your computer goes on the blink, then you won't have the app anymore, unless of course you have a backup harddrive of a sort to keep the app.

Also, without the disc and all the codes that come with it, and from a third party, ADOBE may not recognize your purchase if in need of customer service.

It would depend on the source and how it is packaged for you.

I certainly wouldn't pay for a web-installed application with the codes already applied.

But, if it comes from a reputable vendor with the keys available and in a format that can be burned to disk -- sounds like a great deal.

But those are a some big "if's"

At that price, it will be pirated software. When you get it it will require you to NOT call adobe for activation, but some other number. ask them about updates or the like. I went down that road, but ended up paying again for a legal copy.

Yep, as BrennanOB posted, it is definitely pirated. The least expensive option for 1-step, legal purchase of CS2 is the educational version, and that runs around $299.
