Is this considered an effects filter? Or is it allowed?

If you are talking on camera filters- yes they are always allowed.

Excuse me for my vagueness... I mean the photo filter options in PS. Like the warming filter and cooling filter, applied via an adjustment layer to the image.

here maybe this will help out. Photoshop filters

Yes, as long as the filter is applied to the whole image.
