This may be a stupid question, but when a pic is DQ'ed, why can't it be selected as a favorite?

because it gets removed from the challenge. If the artist re-posts it in their portfolio, you can add it as a favourite from there.

It's just a remnant of the old system where DQed photos weren't viewable. I believe it's on the list of things to update.
