I have been looking for tutorials on how I would be able to do this, but have come up with nothing.
Is there someone who could/would tell me how to do it?

Unless you are trying to fabricate the look, the features have to be there to begin with. If they are present in the image but not as noticable as you would like, I suggest you work the image a little in Shadows/Highlights and in Hue/Saturation. Experiment a little and see what you get.

And remember, err on the side of subtle.

That is, in fact, where I saw that this is possible and that is what I would like to achieve. Now I just have to find some Dragan tutorials...

Some of my photographs presented here undergo a specific hand-made digital manipulation which, apart from some straightforward color manipulations and tone filtering, does NOT involve any automatic digital filters. Such manipulation is a modern substitute for the combination of an old-fashioned classical dye-and-brush painting, as well as dark room photographic techniques. Hence the oil-painting mood and a characteristic, artificial contrast present at some of works exhibited here. Creating new illumination with this kind of retouch is, by the way, also another example of classical ‘painting with light’ techniques used by some photographers.- Andrzejz Dragan

It looks like pale thin skin and overly harsh lighting produced the affect.

Yeah, but you can accentuate this in PS. Just how to do it...

Seems like some selective curves might do the trick.. or anything that will increase the contrast in the area of the skin.. perhaps Selective Color or something along those lines too, to bring out the green.

Cameras that come equipped with "night vision" type effects usually bring out Veins rather nicely.
