this was my first experiment with using a slow shutter speed and trying to get the correct exposure. could anyone give me some feedback on what I could have done to improve this image...

hmm, not sure you did do anything wrong. The framing could be cropped in at the bottom, but other than that this is a 10 shot imho |

It's apparent from this scaled down image that the original contained a lot of detail. You naturally must lose some of that as you scale it down, and that's bound to make the small image somewhat underwhelming after you've been looking at the big one.
I don't see major problems though there are a few things you can do to improve the impact:
- Move the black point in slightly to give deeper blacks
- Move the white point in for the blue channel only, giving a little purer blue in the sky
- Apply a very gentle "s" curve to bring up the contrast slightly
- Apply a small amount of very small radius (0.1 to 0.2px) USM to enhance the detail of the windows on the buildings. You've done a great job with holding this detail as it is!
With regard to exposure, you've done a good job in a very difficult situation. the lighting in the fountain is quite bright and reds predominate, resulting in some "blown" areas in the red channel. This is a very common problem with highly-saturated subjects, and in this case it would not be easy to overcome without resulting to combining multiple exposures.
Edit:
Here's a quick mod of your shot with the above changes, plus a small crop off the bottom to rid it of the fence... BTW, you should be proud of this, it's outstanding, most especially as a first attempt!

thanks everyone cropped out that fence,
fritz thanks very much for the tips. I think your adjustments make a big difference. I am going to make your suggested tweaks to the full size.
