Lets see.
So far in this High Contrast Challenge in early voting I have given out:
4-tens
1-eight
5-sevens
30- sixes
A good majority of the rest are 5's.
Yes, I give out 2's and 3's for blurry or challenge not met entrys.
Doesn't everyone?
I am apt to also bump scores up as the week progresses.

Avg Vote Cast: 3.9782
Votes Received: 5050
Avg Vote Received: 5.6006
He's saying the score your handing out is below 4(on average) and yet the score your getting coming in is above 5.5
