I'm trying to install a program that requires access to the folder c:\documents and settings\all users\documents, however for some reason I do not have access to the folder. I am the only user of this computer and my account is an administrator account, so what is going on? I tried restarting in safemode and logging in as "Administrator" but still no access.

Maybe they got write protected somehow? Check it with rightclick->properties->read only

Yes, first thing to check is whether the folder is write protected. If that's not the problem, it's possible that permissions got messed up and the "administrators" group for some reason does not ahve access to that folder. I have never seen that happen, and honestly don't know if it's in fact possible to remove the "administrators" group from the access list.

When I unset read-only it reverts back to read only immediately after clicking ok.

Actually, this is interesting. I have "show hidden files" enabled yet the "All Users" folder isn't visible. But, if I type the folder in it will bring up the contents, so I know it is there.

1. Open Windows Explorer
2. Right click the folder
3. Select Properties
4. Select the Security tab
5. Select the 'Administrators (machinename\Administrators)' list item.
6. Place a checkmark next in the 'Allow' column for all items in the 'Permissions' list.
7. Click the OK button.

There is no "security" tab, just "General" and "Sharing"

What OS?
If you right-click on start menu button and select "explore all users" you should be able to get to the folder directly. It goes to start menu folder, but you can go one level up and get to the all users.
Then browse to teh "Shared documents" which is indeed the documents folder you are looking for.
Try creating a text file in it (right-click and choose create new text document)..
WHat happens then?

I fixed it! I went to change the settings to share it on the network and it denied me of course because I did not have permissions. After I clicked OK on the error window, it set permissions and now I have access. This is why I love Windows (hint of sarcasm).
Thanks everyone for your help. This is why I love DPC (no sarcasm)!
