I've been trying to figure this out for a few days now... WHERE can i find the dodge and burn tool on photoshop elements 3.0... or is it there at all??? Thanks for your help :o)

I had the same problem finding it as well...
At the bottom of the pallet... I think it's 1 from the bottom, you'll see the sponge icon. Click on that and the didge and burn icons appear at the top... you can switch between them from there... :)
