Is it possible to take an image like this and, in Photoshop, take the forground and put it on a black background? And if so...how is it done? Thank you so much!

use a clipping path first...
Tutorial Here...

then put it on top of a black background. I always go back & blur the edges a bit to make it look more natural.

I would say no. Too much background makes this a major element.

you may not remove a major part of the photo... in most cases, no it's not allowed.

more often than not, complete removal of a background (especially if its a busy background with lots of details or elements) will not be a legal entry in advanced rules, whether it is done by playing with levels to an extreme or some other method, such as cutting it out and replacing it.
