I wanted to submit a pic for the open challenge Tools of the Trade. This would've have been my 1st submission. I took the pics at 4 megapixel setting because I read its better to take the pics at the highest resolution setting then resize. I tried to resize the pics to meet the rules of the challenge and they looked like crap afterwards. Why is this and should I use the highest resolution setting when taking pics for the challenges since there is a size restriction on the entries? Needless to say, I didnt submit any pics for the challenge

In most cases it's best to shoot at the highest resolution. This gives you more play room when post processing. How you resize will depend on the software you are using.

Step 1: Resize so the longest side is no more than 640. That's the easy part.

Getting the file size right is usually where things get messed up.

If using photoshop then use the save for web feature and optimize for the file size of 150k.

what software are you using to save it? Most of the destruction happens when saving because they tend to get over-compressed to fit the 150k. Do as cpanaioti stated and save as web unless using something else then look for the compression levels and use small amounts at a time.
If you can set your crop ratio, I set it to 640px by whatever than do a 100% crop around the entire image instead of doing an actual resize.

Step one: resize so longest side is not greater than 640
Step two: 'save as' and choose a quality setting that gives the file size of 150k or less

This may take some trial and error if the 'save as' step doesn't give you an estimate of file size. Check the file size in windows explorer.

Each image will be different as the amount of compression required depends on the amount of detail in the image.
