It's the quality of the blur in out of focus areas of your photo, often shown by the spots of highlights.

Play around here. Just now found this page, it's a great way to see wht bokeh from different lenses looks like. The ideal is for the diffuse spots rendered from OOF highlights to be round, smooth, and fade out gently at the edges. No donuts, rings, sharp polygons, etcetera. These shapes distract, whereas a smoothly-rendered circle without a sharp, well-defined edge is pleasing.

so am i to understand that bokeh is an image capture where not only is the subject important but also the quality of the background that is out of focus? highlights in the background further enhances bokeh right? i'll try to take some shots and maybe you guys can tell me if i understand it correctly... |

It refers specifically to the out of focus points of light. The blur that many refer to as bokeh is actually backround blur. Generally good bokeh is you have smooth circles from the points of light rather than discernable shapes like pentagons or octagons.

"Good" Bokeh or "Bad" bokeh is really subjective. If pentagons or octagons add ambiance to your shot the way you like it, that would be good bokeh. But if you want them more soft and round and they come out pentagons or octagons, well, that would be bad bokeh.
All of my bokeh is good, even if it's bad.

Bokeh is a band from the early 70's...their "gimmik" was to have the lead singer stand close to the audience while the band was further back....this created some wild stage effects..
they broke-up some time later as the rest of the band resented the fact that only the lead singer was ever "in focus". |

...also mirror lenses produce donuts :P
