does anyone know if there is a circular fisheye that will create a perfect circle on a 1.6 crop canon sensor? i read/saw somewhere that the sigma 8mm circular fish's circular image gets cut off by the crop factor of the canon d60 sensor. so in other words, does the d60 have a 1.6 crop factor?

better yet, does anyone know how to produce a circular fish image from a rectangular picture in photoshop?

yes the d60 has the 1.6 crop factor, the cameras with that much crop factor isnt the best choice for fish eyes

Richard Rosenman's Lens Corrector Pro will let you make fisheyes of rectangular shots, and a lot more besides.

there's an article about this here: //www.nearfield.com/%7Edan/Photo/wide/fish/

Some cheap options are Peleng 8mm or Zenitar 16mm. Plenty of reading about those lenses by googling them.

The shortest focal length available in a fisheye is 8mm. On a 1.6-crop camera, you won't get the full circle. You get about 170° horizontal FoV, and about 110° vertical. Even on a 1.3-crop cam, some will be cut off at top & bottom, leaving about 145° FoV.
