hi, i was browsing around and noticed someone's current circle challenge image (maybe an outtake?) in their portfolio. it was a very unique photo of a not-often-photographed type of item, so i'm pretty sure the photographers are one-in-the-same. are there any policies about this?

As long as they aren't directing people there it's OK.

Usually people put such items in their Workshop folder until the challenge is over, where it won't be seen by people casually browsing the portfolio, but it's not really breaking a rule otherwise.

Plus, there have been many cases of multiple DPCers shooting the same subject around the same time, and this may be someone else's shot and not the entrant's outtake at all--there's no way to know for sure at this point.
