I am still new to digital photography. I have a Canon A510 and enjoy taking pictures with it. I think the quality is excellent for what I want right now. Would this Tokina 3x Hi-Def Digital Telephoto Lens do anything except take money out of my pocket? What about the Canon tele converter for my camera? What would be the difference between the two?
Should I forget about all these and just start saving for a DSLR?
Any insights would be greatfully appreciated by this newbie.

Usually the oem one is a lot more expensive and may not have the same reach but I would stay with the one for your particular model if Canon makes one.

Any tele or wide converter you put on the end of your camera is going to degrade photo quality. To minimize it, get the Canon converters.
Canon makes a separate converter designed for each camera they make while places like Tokina and all the ones you'll find on Ebay make one that will work with multiple cameras and advertise it with the names of popular cameras that it will fit.

I had a teleconverter for my A70. As mentioned, they do degrade quality. They also reduce the amount of light able to get into the lens, so focusing gets worse, and the shutter gets longer.

I would personally stick with an OEM version vs a 3rd party converter. or get one from olympus or canon. Olympus makes some very good teleconverters. I had a canon one and was not very pleased with the results, but again i was using it on my sony camera
