There is a way to do this, but you have to set up the parameters for it. I have done it many times to set up prints for business cards, etc. It involves the File/Print Layouts/Picture Package. I will look for the info I had on it before, but here it is how I remember.
Within your Photoshop folder there should be one called Presets. In that is Layouts. There are a bunch of files (that go with the picture package). Click on one of these .txt files and it will open in a text editor. You are able to manipulate the parameters and save this as your own specific file.
The very first line is the overall document size (which will show in the sizes part of the picture package pulldown menu).
It can be set up in any measurements you like. I use inches, because it is easier for me to figure it that way. The first letter is this measurement. I=inches, p=pixels, etc (not sure what the others are, but should be easy to figure by opening others.)
After the first letter (and a space) is the width and then the height. (with a space inbetween).
The second line is the name you give to the set.
The next lines (does not matter how many (depends on how many pics you want, etc.) ) These are set up in X, Y coordinates.
ie: 0 0 3 2. this equals X (start from left to right-0) and Y (up and down-0), then the image size width (3) and height (2). This will put a 3" wide by 2" high box in the top left corner of the document.
Here is a total example. Open up one of those files, delete everything and copy and paste this in.

That will make business cards. The order of this goes down the left side, every 2 inches, and makes a 3.5" x 2" card. Save it back into the Layouts file with a new name AND the .txt on the end (be sure you are saving it as text-and not RTF, etc). You can go back to Photoshop (or Elements) and go to the picture package and it should be under the 8x10 set. You do not have to restart Photoshop either.
Here is another to try I set up as a portfolio set. By the way, you can click on each little box and place a different file/image in it.
