for the obsolete challene i want to desaturate the blue in the sky, so is it against the basic editting rules if i desaturate only blues?

No, as long as you don't select any part of the image. The desaturation must be applied equally to the whole image.

if you desat the whole frame but just the blue channel thats fine, but don't make any other selection (like the sky) because thats not legal
