as in basic challenge rules, ie: Gaussian Blur is allowed, i see no it state no where that you cannot `fade` the previously applied gaussian blur, via the edit menu?

You are allowed to do that as long as you keep it in "Normal" mode

Yes, in Basic you can "fade" the blur effect immediately after applying it.
