I am building a site for a firend of mine's band & was wondering how I can washout a pic to use for the BG in PS CS/CS2.

I would expiriment with a duotone image over a full color one. The duotone could probably be white and grey. Blend the layers to your liking with adjusting the top layer, and the saturation in the bottom.

Put the image on a layer and lessen the opacity.

i was just lessin' around & if you play with the brightness/contrast adjustmenst you can get a nice washout effect.

You can try this High Key Sketch action I made.
Open the background you want, run the action (I have been deleting the Channel mixer layer), Flatten the image, shift drag it to the original image (file) (on top), then set the High Key layer as Luminosity and decrease opacity to your taste. Gives a great muted color appearance. Or you can just decreased opacity also without changing the blending mode.
