Can you blur part or all of a photograph within the advanced editing rules???? |

I do believe that is legal.

Sure, but any major elements in the original should still recognizable in the final image. |

I don't really see the point of blurring your image. I would understand soft focus using some layer opacity magic, but since it isn't allowed.... |

Blurring the background a little can help isolate foreground elements and make them pop (shallow DOF). Using layers to create soft focus is fine in Advanced Editing. |

What about blurring specific objects? |

If the object is still recognizable, that's not a problem, but if it could be considered "removal" of the object, that is, it's blurred beyond recognition, then it is probably not OK; it would fall under removal of major elements if the object was of any significance to the composition.
If you use any of the blur tools other than gaussian, be aware that the nature of those blurs (think radial blur effects) can create major elements, and so treads on unsafe ground.

Should be legal if they are not major elements. Distractions/defects can be cloned out or blurred and ruled legal under advanced editing. |
