since most L lenses already have good coloration and flare control, is a polarizer really needed? do they make much of a difference?

polarizers can darken skies and remove reflections from surfaces, thats more than what an L lens can do.

Yep. There are no polarizing elements in L lenses to my knowledge, so polarizers do have their uses.

But be sure you put a good polarizer on there and not a cheapy one.
