What exactly do you mean by 'submission ruling'? If you're referring to the rules for that challenge, the link directly underneath the challenge title should take you to it, but here it is again for convenience :o)

I Wish to sumit An image, for a post ruling to see its legality befor the sumission deadline.Rather than be disqialfied during voting

Ahh, ok, I understand now. You'll need to contact one of the SC directly, and either email them your before & after images and the editing steps you used, or upload the images to somewhere else and email them a link. Feel free to PM me with links or to ask for my email addr, or any of the SC for that matter.
